Special support covers social initiatives in countries in the event of or risk of children and adolescents being exposed. The oldest age groups vary across countries. Counted by year-end. Oldest relevant age group is specified in country-note.

Denmark

Oldest age group: 22 years. Reference date: 31 December in a given year. Other comments: includes children and adolescents who have received preventative measures.

Faroe Islands

A change in the law in 2012 led to easier access to special support for people older than 18, which the statistics reflect. Since 2012 persons aged 18-22 have had acces to special support

Finland

The oldest age group is: 18 24. The definition of open welfare customer relationship has been modified as a result of the Social Welfare Act that entered into force on 1 April 2015.
The age limit in child welfare after-care was raised to 25 years on 1 January 2020. However the age limit was again lowered to 23 years in 2023 but with a grace transition period.

Norway

Oldest age group
From 2021: 18-24 years.
2020 and earlier: 18-22 years.
1. From 2021 the Child Welfare Services in Norway can continue measures until the age of 25 years. Earlier the upper age limit was 23 years.
2. From 2021 the numbers from Norway are calculated by year-end, earlier years they are calculated during the year.

Sweden

18-22 years=18-20 years. The oldest age group are 20 years.
